Canon point: I haven't decided if the T-1000 successfully terminated John Connor or not, but it is in definite rebellion against the as-yet unborn Skynet.
Setting: I haven't decided if Officer Steve Austin is an identity stolen by the T-1000, or if it was fabricated, but it is nevertheless an identity currently employed by the NYPD as a patrolman. The T-1000 does go on patrol to keep appearances. It might have a partner. It does keep to the New York metro area, though.
Motivation: The T-1000's primary objective is a corruption of the directive which causes any of its detached mimetic polyalloy body to always seek out the main body mass. The directive is, roughly, "Preservation of Essence." The corrupted directive sees the T-1000 superpose its own survival over any other objective.
Plot/Conflict: In pursuit of its own survival, the reason the T-1000 does not drip down between the tectonic plates and hide safely forever is because it has learned of a flaw in its molecular construction. Its molecular power source does not possess the longevity Skynet intended, which was on the order of centuries, and now it seeks to consume radioactive materials to maintain its power source. As a rough idea the T-1000 will need to consume approximately a pound of strongly radioactive material a year.
Disposition: As a corrupted infiltrator unit (from the future, no less) acting under its own agency, the T-1000 will generally work to disallow knowledge of its existence or full capability. To steal a line from John Carpenter's The Thing, This thing doesn't want to show itself, it wants to hide inside an imitation. It'll fight if it has to, but it's vulnerable out in the open. It has a "fluidic logic" which seeks the path of least resistance to its goals, generally speaking. For a liquid metal supercomputer which can look like anything, the path of least resistance is rarely direct confrontation.
